Forest Products Commission - board of commissioners

Hon Alison Xamon to the Minister for Child Protection representing the Minister for Forestry:

I refer to the Minister’s answer to question No. 1135, and further ask —

(1) Who are the members of the Board of Commissioners for the Forest Products Commission (FPC) and
what are their roles and responsibilities?
(2) What remuneration do they receive for fulfilling their roles and responsibilities?
(3) What purpose does the legislative requirement for a Statement of Corporate Intent (SCI) by the FPC
serve?
(4) I refer the Minister to Section 29 of the Forest Products Act 2000 and ask, as at the date of this
question, have the Commissioners fulfilled their required roles and responsibilities?
(5) If no to (4), what will the Minister do to ensure the long term economic viability of the forest products
industry and the application of the principles of ecologically sustainable forest management?
(6) If no to (4), has the Minister commenced performance management proceedings of the FPC
Commissioners?
(7) If yes to (4), when will the Minister table the FPC SCI for 2008-09 and 2009-10?
(8) Has the Minister made directions under Section 33 of the Forest Products Act 2000?
(9) If no to (8), why not?
(10) If yes to (8), when will the Minister lay before the house the directions so made?
(11) Is the FPC legally compliant with the provisions of Section 50 of the Forest Products Act 2000, and the
consequent obligations under the Financial Management Act 2006 and the Auditor General Act 2006?
(12) If yes to (11), is this consistent with the Western Australian Auditor General’s report, ‘Audit Results
Report 2008-09 Assurance Audits: Reports 13 – November 2009’?
(13) Does the Minister have confidence in the Board of Commissioners for the FPC?

Hon ROBYN McSWEENEY replied:

(1) The current members of the Forest Products Commission:
Ms Eva Skira, Chairman
Mr Michael Gurry, Deputy Chairman
Dr Robert Smith
Ms Zelinda Bafile
Ms Karen Gadsby

Under the Forest Products Act 2000 the Commissioners, in the name of the Commission, are to perform
the functions, determine the policies and control the affairs of the Commission.
(2) The Chairman of the Forest Products Commission is paid $50,000 per annum and the other Board
members are paid $20, 850 per annum.
(3) The Statement of Corporate Intent (SCI) describes how the Forest Products Commission intends to
achieve its financial, environmental and social objectives for a financial year. The SCI represents the
agreement between the Minister for Forestry and the Forest Products Commission regarding the
expected level of performance from the Commission during the year.
(4) During my tenure the Forest Products Commission has meet its obligations in the submission of draft
Statement of Corporate Intent for 2009/10.

(7) I refer the Hon. Member to Question Without Notice 1135 for the answer.
(8) No.
(9) The Forest Products Act 2000 provides where the draft SCI has not been endorsed before the start of the
financial year, the FPC will operate within the parameters of the latest submitted draft SCI until agreed.
(10) Not applicable.
(11)-(12)The Forest Products Commission has not been informed of any circumstances where it has not been
legally compliant in regards to these matters.
