I refer to the Perth Bicycle Network Review, and ask —
(1) When was this iteration of the Perth Bicycle Network (PBN) Review commenced?
(2) What were the terms of reference for the PBN Review?
(3) Was the PBN Review contract awarded by competitive tender?
(4) If no to (3) why not?
(5) If yes to (3) how many competitive tender applications were submitted?
(6) When were consultants ARRB initially selected to conduct the review?
(7) When did ARRB commence consultation for the review?
(8) Which stakeholders and decision makers were consulted?
(9) When did the consultation phase with stakeholders cease and the drafting phase commence?
(10) When did consultants ARRB first deliver the first draft of the PBN Review to Department of Planning and Infrastructure/ Department of Transport?

Stage 1
• Review the 1996 PBN Plan — detail what has been achieved and not yet been achieved
(Achievement and Gap Analysis Report).
Stage 2
• Research and report on national and international best practice, includes cycling infrastructure,
policy and strategies.
Stage 3
• Conduct community/stakeholder meetings and two community workshops and appraise input from
interest groups, government, private agencies and others.
• Analyse the demand and usage of the current network, including the PBN annual survey and Main
Roads WA shared path counts data.
Stage 4
• Develop Future Strategy Report — provides recommendations on how to progress the new PBN
Plan.
Stage 5
• Develop the new PBN Plan based on the agreed recommendations.
