Riverina Pools and Spas — odour emissions

4817. Hon Alison Xamon to the Minister for Mental Health representing the Minister for Environment


I refer to a consultant’s report regarding emission mitigation technology for odours, including styrene-vapour odours, from Riverina Pools and Spas in Bayswater, and I ask —


(1) When does the Department expect that this report will be —


      (a) finalised;


      (b) received by the Department; and


      (c) reviewed by the Department?


(2) Will the report be made available to the —


      (a) public;


      (b) complainant; and


      (c) City of Bayswater?


(3) If yes to any part of (2), when is that likely to occur?


(4) If no to any part of (2), why not?


(5) Should an appropriate emissions reduction technology be found, will the Department insist upon Riverina Pools and Spas installing such technology?


(6) If no to (5), why not?

The Minister for Environment has provided the following response:


(1) (a) As advised in the Minister’s response to Question 4635 dated 20 September 2011, the consultant’s report was finalised on 25 August 2011.


      (b) The Department of Environment and Conservation (DEC) received an extract from the report relating to styrene emissions and the results of monitoring on 23 September 2011.


      (c) DEC has reviewed the report extract.


(2) (a) The report belongs to Riverina Pools and, as such, DEC does not have the authority to make it available to the public.


      (b) See the answer to (2)(a).


      (c) A copy of the extract from the report was provided to the City of Bayswater on 3 October 2011.


(3) See the answer to (2)(c).


(4) See the answer to (2)(a).


(5) Worksafe has ordered Riverina Pools to install mechanical ventilation which will have the effect of diluting odours from the premises. DEC will require further emissions reduction measures if unreasonable odours are present after the mechanical ventilation is installed.
