At the request of Perth Hills residents, Giz Watson MLC developed a draft Perth Hills Planning Bill in 2007 to better protect and plan for the future of the Perth Hills. Public consultation on the draft Bill showed strong support for better protection of the Perth Hills, and a number of suggestions for improvements to the Bill.

Alison has taken carriage of the Bill since 2009, and has amended the Bill based on the feedback from the consultations. Alison entered a notice of motion to introduce the Hills Bill in November 2009, and read the Hills Bill into the Legislative Council in May 2010.
The Perth Hills Planning Bill 2010
The aim of the bill is to preserve the unique biodiversity and way of life that exists in the Perth Hills region.
It aims to promote sustainable, appropriate and integrated land use planning and development in the Perth Hills area.
The Hills Bill establishes the Perth Hills Planning Committee, to develop, monitor and assess a whole-of-Perth-Hills Plan to 2050 (the Perth Hills Plan), as well as to provide advice to selected bodies on sustainable planning and development in the Perth Hills area.
The Committee is appointed by the Minister, and reflects a balance of representation and expertise, to fully achieve the objectives of the Bill.
The Hills Bill will complement the current planning scheme by aiming to ensure that the Perth Hills community’s vision for the Perth Hills Zone is protected.
