Year 9 students - national minimum standards

I refer to the Budget papers page 358 regarding year nine students achieving national minimum standards, and ask, why is the target for Year nine writing (81 percent) so much lower than the other areas?
Hon PETER COLLIER replied:
The target is consistent with previous years and is based on the historical percentages of students in public schools at or above the national minimum standard.
The percentage of students achieving at or above the national minimum standard in Year 9 Writing is relatively low across Australia. The standard is relatively harder to achieve in Year 9 Writing because the benchmark for Writing is more demanding than for numeracy and reading.
