CHILD PROTECTION — PROTECTION ORDERS

2972. Hon Alison Xamon to the Leader of the House representing the Minister for Child Protection:

(1)  Will the Minister please advise the number of children on:

(a)  Protection Orders (supervision);

(b)  Protection Orders (time limited); and

(c)  Protection Orders (until 18);

(d)  Protection Orders (Special Guardian)?

(2)  How many culturally and linguistically diverse (CALD) children are currently on:

(a)  Protection Orders (supervision);

(b)  Protection Orders (time limited); and

(c)  Protection Orders (until 18);

(d)  Protection Orders (Special Guardian)?

(3)  How many Aboriginal children are currently on:

(a)  Protection Orders (supervision);

(b)  Protection Orders (time limited); and

(c)  Protection Orders (until 18);

(d)  Protection Orders (Special Guardian)?

(4)  How many Aboriginal children on Protection Orders (time limited) are currently in Aboriginal placements?

(5)  How many Aboriginal children on Protection Orders (until 18) are currently in Aboriginal placements?

(6)  How many Aboriginal children on Protection Orders (Special Guardian) are in Aboriginal placements?

Hon Sue Ellery replied:

(1)  As at 31 May 2020 the number of children on care and protection orders was:

(a) Protection order Supervision – 43 children;

(b) Protection order Time Limited – 1,372 children;

(c) Protection order Until 18 years of age – 3,333 children; and

(d) Protection order Special Guardian – 816 children.

(2)  As at 31 May 2020, the number of children from culturally and linguistically diverse backgrounds on care and protection orders was:

(a)  Protection order Supervision – 11 children

 (b)  Protection order Time Limited – 76 children

 (c)  Protection order Until 18 years of age – 194 children, and

(d) Protection order Special Guardian – 37 children

(3) As at 31 May 2020 the number of Aboriginal children on care and protection orders was:

(a) Protection order Supervision – 19 children

(b) Protection order Time Limited – 709 children

 (c) Protection order Until 18 years of age – 1,943 children, and

 (d) Protection order Special Guardian – 418 children.

(4)  As at 31 May 2020, there were 468 Aboriginal children on a Time Limited protection order placed in accordance with the first three options of the Aboriginal and Torres Strait Islander Child Placement Principle.

(5)  As at 31 May 2020, there were 1,238 Aboriginal children on an Until 18 protection order placed in accordance with the first three options of the Aboriginal and Torres Strait Islander Child Placement Principle.

(6)  As at 31 May 2020 there were 336 Aboriginal children on a Special Guardianship Order where the order was granted to a person who had previously been a departmental family carer of the children, or another Aboriginal or Torres Strait Islander person.

However, placement arrangements for children on a Special Guardianship Order is determined by the Magistrate of the Children’s Court of Western Australia when the order is granted. These children are no longer in the Care of the CEO and the Department of Communities does not have a role in arranging placements.
