CITY OF SUBIACO — LOCAL PLANNING SCHEME 5 - Petition

HON ALISON XAMON (North Metropolitan) [10.02 am]: I present a petition containing 504 signatures, couched in the following terms —

To the Honourable the President and Members of the Legislative Council of the Parliament of Western Australia in Parliament assembled.

We, the undersigned, are opposed to the Local Planning Scheme No 5 (LPS5) for the City of Subiaco as approved by the Minister for Planning (the Minister) and as announced by the Minister on 18 December 2019. Our opposition is on the following grounds:

  • The LPS5 outcome approved by the Minister imposed higher R-code densities near the Shenton Park and Daglish train stations, along Onslow Road and in the south west area of Daglish, contrary to the plan unanimously supported by the City of Subiaco Council at its 18 June 2019 (agenda item C1) and its 23 July 2019 (agenda item 11.2) meetings and following extensive community consultation.

  • The above changes to LPS5 and as approved by the Minister are not necessary to achieve the Perth and Peel @3.5 million population targets for the City of Subiaco, are contrary to the wishes of the local community and will adversely impact upon tree canopy, streetscape and amenity in the affected areas.

We, therefore ask the Legislative Council to:

  • Support the rejection of the LPS5 outcome as approved by the Minister in December 2019.
  • Support the LPS5 plan proposed by the City of Subiaco Council at its 18 June and 23 July 2019 meetings. And your petitioners as in duty bound, will ever pray.
